About SDCC-AP
The Statelessness and Dignified Citizenship Coalition – Asia Pacific (SDCC-AP) is a regional coalition of civil society organizations, activists, researchers, and individuals working collectively to address statelessness and advance equal nationality rights across the Asia-Pacific region.
Formally launched in 2024, SDCC-AP was established through a multi-year consultative process involving civil society organizations across South Asia, Southeast Asia, East Asia, Central Asia, and the Pacific. The Coalition was created in response to the urgent need for a coordinated, regional platform that centers the voices and leadership of persons with lived experience of statelessness and those impacted by discriminatory nationality laws.
SDCC-AP works to:
- Strengthen collaboration and solidarity among organizations working on statelessness and nationality rights.
- Promote inclusive and rights-based legal and policy reforms.
- Build the institutional and advocacy capacity of its members.
- Facilitate regional knowledge-sharing and peer learning.
- Support joint advocacy efforts at national, regional, and international levels.
- Mainstream statelessness as a critical human rights issue within broader development, governance, and social justice frameworks.
From 2026 onward to 2027, SDCC-AP enters a strategic consolidation phase focused on:
- Empowering members and affected communities.
- Strengthening coalition governance and sustainability.
- Expanding regional engagement and membership.
- Enhancing advocacy at UN mechanisms, treaty bodies, and regional platforms.
- Supporting community-led initiatives that promote dignified citizenship and equal nationality rights.
The Coalition is guided by principles of participatory leadership, equity, accountability, and intersectionality. At its core, SDCC-AP is committed to ensuring that persons with lived experience of statelessness are not merely beneficiaries of advocacy, but leaders and decision-makers within the movement.
SDCC-AP’s work includes flagship initiatives such as:

- Quarterly regional capacity-building webinars
- Joint advocacy submissions and statements
The Coalition operates through a governance structure comprising a Steering Committee, Advisory Committee, Working Groups, and a Secretariat function. During the current transitional period, SDCC-AP is strengthening its operational structure to ensure long-term sustainability and institutional growth.
About the Role
SDCC-AP is seeking a highly motivated, organized, and detail-oriented Coalition Coordinator to support the operational, governance, and coordination functions of the Coalition during a transitional period.
As SDCC-AP moves from its initial Secretariat structure toward the recruitment of a new Secretariat team, the Coalition Coordinator will serve as the primary operational focal point of the Coalition. Working under the strategic guidance and oversight of the Steering Committee, the Coalition Coordinator will be responsible for ensuring continuity of operations, coordination across working groups, and implementation of ongoing activities.
This is a transitional and high-responsibility role that requires independence, discretion, and strong organizational capacity. While the Steering Committee provides strategic direction and decision-making authority, the Coalition Coordinator will manage day-to-day coordination and administrative functions to ensure that SDCC-AP’s work continues effectively during this interim phase.
The role is particularly suited for someone who:
- Is comfortable working in a remote and decentralized governance structure.
- Can manage multiple priorities with minimal supervision.
- Has experience working within coalitions, networks, or civil society organizations.
- Understands the political and operational sensitivities of working on statelessness and nationality rights in the Asia-Pacific region.
During this transition period, the Coalition Coordinator will:
- Serve as the primary coordination point between the Steering Committee, Working Groups, Advisory Committee, and members.
- Support governance processes, including documentation, policy drafting, and compliance matters.
- Facilitate the continuation of key programs and advocacy initiatives.
- Support legal registration and compliance processes as required.
- Prepare the groundwork for onboarding and supporting the incoming Secretariat structure once recruited.
This role does not replace the Steering Committee’s leadership or decision-making authority. Rather, it provides operational and coordination support to ensure stability, continuity, and institutional strengthening during the Secretariat transition.

- Location: Kuala Lumpur/ Malaysia (preferred). Remote work arrangements from outside of Malaysia will be considered.
- Duration: April 1 to September 30, 2026 (renewable subject to performance and funding)

- Reports to: Steering Committee and works closely with the Working Groups.
- Remuneration: 1,500 USD per month

Key Responsibilities
1. Governance & Coordination
- Support coordination between the Secretariat, Steering Committee, Advisory Committee, and Working Groups.
- Draft meeting agendas, minutes, and follow-up notes.
- Assist in drafting coalition policies and governance documents.
2. Program Support
- Support implementation of activities
- Assist in drafting Concept Notes and Activity Plans.
3. Communications & Membership Engagement
- Draft newsletters, announcements, and social media content.
- Update and maintain the membership database.
- Support website updates and visibility materials.
4. Event & Logistics Management
- Coordinate logistics for virtual and in-person meetings and webinars.
- Liaise with members and partners.
5. Reporting & Documentation
- Assist in preparing donor narrative reports.
- Coordinate with Finance & Admin for financial tracking inputs.
- Maintain organized digital records of coalition activities.
6. Fundraising Support
- Support identification of funding opportunities.
- Assist in drafting funding proposals and concept notes.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
1. Professional Experience
- A minimum of 4-5 years of relevant professional experience in human rights, civil society, governance, policy advocacy, or related fields.
- Demonstrated experience working on issues related to statelessness, nationality rights, legal identity, refugee protection, or citizenship law is strongly preferred.
- Experience supporting or implementing community-led initiatives, particularly those centering persons with lived experience, will be considered a strong asset.
- Experience working within a regional coalition, multi-stakeholder environment, or network-based structure is an advantage.
- Prior exposure to governance processes, policy drafting, donor reporting, compliance processes, or legal registration procedures is desirable.
2. Educational Qualifications
- A Master’s degree in Law, Human Rights, International Relations, Public Policy, Development Studies, or a relevant Social Science discipline is desired.
- Candidates with a Bachelor’s degree and substantial relevant experience may be considered in exceptional cases.
3. Technical and Professional Skills
Applicants should demonstrate:
- Strong organizational and coordination skills, with the ability to manage multiple workstreams and deadlines simultaneously.
- Excellent written communication skills, including drafting concept notes, reports, policy briefs, and formal correspondence.
- Strong stakeholder engagement and relationship management skills, including experience liaising with civil society organizations, law firms, donors, or government institutions.
- Ability to work independently with minimal supervision while maintaining accountability.
- Proficiency in digital tools (e.g., Google Workspace, Zoom, database management systems, and basic website or social media platforms).
- High attention to detail and strong documentation practices.

- Sensitivity to the political and security risks faced by stateless persons and human rights defenders in the Asia-Pacific region.
